Abstract | This study attempted to identify potential measures for evaluating the multiple outcomes and activities associated with programs designed to promote employment of youths with disabilities. It sought to identify measures for 17 program outcomes and 51 associated activities that had been identified previously by model demonstration transition project directors. Thirty project directors suggested both qualitative and quantitative measures for the evaluation of every outcome and activity. Also created was an in-depth task analysis of the 17 program outcomes and 51 associated activities and strategies associated with each outcome and activity. The study extended use of the systems-change model previously introduced by the authors. Tables and figures present study details including: employment-focused outcomes with the highest mean ratings; indicators of selected outcomes and activities across four conceptual levels (individual/family, program, organizational, and community); and conceptual and analytical models used.
