AbstractThis report examined the economic and demographic characteristics of infants and toddlers, how these characteristics changed between 1980 and 1990, and the percentage of the infant and toddler population served by federal early childhood programs. This examination of census and other data found that during the 1980s, the number of poor infants and toddlers in the United States increased by 26 percent. In some cities and rural areas, over 45 percent of the infants and toddlers lived in poverty. In addition, poor and near-poor infants and toddlers were much more likely than nonpoor children to be from: (1) immigrant families; (2) households where no person over the age of 14 spoke English well; (3) single-parent families; (4) families where parents had low educational levels; and (5) families where the parents did not work. Three appendixes discuss the objectives, scope, and methodology of the study; present statistical data; and list the contributors to the report. (MDM)
