| Abstract | This guide is designed to provide private industry councils (PICs) with information on developing workplace literacy or job-related basic skills programs. Chapter 1 contains an overview of the nation's literacy problem and how it affects business and is designed to provide PIC members with background information to use when discussing the problem with members of their communities. It covers such information as a definition of workplace literacy and legislation affecting literacy initiatives and programs. Chapter 2 covers the elements of a successful workplace literacy program and PICs' potential roles in providing some of them. Chapter 3 discusses literacy skills assessment, a potential service for PICs to provide to clients and employers. It includes the legal issues involved in assessing worker skill levels as well as points to consider in selecting assessment instruments. Chapter 4 highlights successful PIC workplace literacy efforts from around the country. It contains information on funding sources PICs can use for workplace literacy programs and includes case studies on how several PICs have developed workplace literacy projects. Appendixes include a 21-item bibliography of selected readings on workplace literacy and a description of the National Alliance of Business' technical assistance capabilities and information on contacts in the alliance's national and regional service offices.
