Abstract	The Cross-cutting Evaluation Theory Planning Seminar was initiated to provide insight that will assist in development of a planning proposal for the Cross-cutting Theory Project of the Center for Research on Educational Accountability and Teacher Evaluation (CREATE). CREATE consists of five separate programs, four of which address specific topics in educational accountability and teacher evaluation. The Cross-cutting Theory Project will explore ideas emerging from individual CREATE projects and integrate findings in ways that will facilitate use in schools. Four background papers were prepared as the foundation for the theory development planning seminar. Discussions by the four planning teams followed the background papers. Additional reports from James Stronge, Edward Iwanicki, and Carol Dwyer discuss the evaluation models in more depth, with Michael Scriven providing an analysis of the models. The seminar closed with a summary of the proceedings by William Webster. The four background papers (appendixes A through D) are: (1) "Discussion Draft of a Tentative Work Plan for Project 4.1--CREATE Study Committee on Theory and Practice in Educational Evaluation: Cross-Cutting Theory and Practice" (Daniel L. Stufflebeam); (2) "A CREATE Overview" (Arlen Gullickson); (3) "The Foundations of Educational Accountability" (Michael Scriven); and (4) "Politics of Teacher Evaluation" (Gene V. Glass and Barbara A.
