Abstract | This document presents findings of a study that evaluated the use of both propane and compressed natural gas as alternative fuels for Washington State school buses. It discusses air quality improvement actions by state- and federal-level regulators and summarizes vehicle design, development, and commercialization activities by all major engine, automotive, and school bus manufacturers. It also examines Washington's school bus fleet and recommends actions to ensure the emissions-reduction benefits gained from purchasing and operating clean-burning vehicles. It is recommended that the state: (1) establish safety standards controlling the use of alternative fuels; (2) support the office of Superintendent of Public Instruction's (SPI) current development of minimum gaseous fuel specifications for school buses; (3) monitor original equipment manufacturers' activities; (4) support after-market conversions under specific conditions; and (5) establish a framework for future alternative fuel use.
