| Abstract | This digest examines the tenets of outcome-based education (OBE), outlines some of its primary criticisms and challenges, and describes successful OBE models implemented in various school districts. Outcome-based education (OBE) is one model for restructuring currently being examined nationwide. In contrast to traditional educational practices that center on "inputs," OBE specifies the "outcomes" students should be able to demonstrate upon leaving the system. Although the forms of OBE vary, OBE frameworks share an emphasis on systems-level change; observable, measurable outcomes; and the belief that all students can learn. Critics charge that outcomes reflect values, and that OBE views education as a means to an end, lacks a comprehensive research base, may deemphasize specific subject content, poses problems in measurement and assessment, and involves a great deal of cost and time. Suggestions are offered for school-district actions prior to the implementation of OBE, as well as strategies for making a successful transition to OBE. (LMI) |
