AbstractThe House Committee on Education and Labor reports on the bill (H.R. 856) to improve education in the United States by promoting excellence in research, development, and the dissemination of information. The committee reports favorably on the bill, with an amendment, and recommends that the House pass the bill as amended. Consideration of H.R. 856 began in June 1991, and the various hearings and statements are summarized. As recommended by the Committee, the "Educational Research, Development and Dissemination Excellence Act" amends Section 405 or the General Education Provisions Act and reauthorizes the Office of Educational Research and Improvement through 1997. The bill also establishes five initiatives for educational research. The first is an 18-member Educational Research Policy and Priorities Board. A second effort establishes five National Research Institutes, for the following: (1) at-risk students; (2) innovation in educational governance, policymaking, finance, and management; (3) early childhood education and development; (4) student achievement; and (5) postsecondary education, libraries, and lifelong learning. A program of cross-cutting research is planned, and a National Education Dissemination System that will include the Educational Resources Information System and efforts toward the National Education Goals is established. A fifth initiative is a National Library of Education. The amended text is included. (SLD)
