Abstract	This paper examines the college board governance system of the 23 Colleges of Applied Arts and Technology in Ontario, Canada, with an assessment of specific issues related to the system's effectiveness and suggestions for improvement. Contextual factors currently affecting the role of governing boards are discussed including a decline of authority, confusion of mission, the politicization of the campus, accountability, and financial problems. The paper then examines what roles governing boards should perform, including the role played by the board's president; what the board's composition should be; the differences and issues concerning developing boards around either the community or constituency models; and how board members should be selected and paid. Finally, recommendations are presented on ways to strengthen college governing boards so they may respond appropriately to community needs in light of the considerable social, economic, and political changes occurring in Canada. Recommendations include adherence to a community model of board governance, the development of conflict of interest guidelines for governing boards, and a close monitoring of the composition of governing boards for the purpose of increasing board effectiveness.
