Abstract | This report proposes a Washington state long-term higher education goal of achieving upper division and graduate enrollment equal to the 70th percentile of national participation rates by the year 2010 (from a current 16th percentile in upper division enrollment and 24th percentile in graduate enrollment). The study details how enrollment increases should be distributed, delineates the policies governing branch campus programs, and estimates the operating and capital costs associated with the Board's recommendations. It is believed that the state's goal can be met through efficient use of all resources, including full use of unused capacity at existing institutions, the construction of five branch campuses in urban areas, and continued enrollment growth at private institutions. The report also discusses the need for improved access and then discusses the state's enrollment policy, student financial aid, and future studies and monitoring efforts. Appendices include the percentile rankings of state participation rates of post-baccalaureate headcount enrollment for fall 1987; a comparison of Washington State degree production in 1986-87; the numbers for the headcount enrollment plan; and a list of the proposed branch campus degree programs for Washington State University, the University of Washington, Central Washington University, and Eastern Washington University.
