AbstractFindings from a study that examined state mechanisms for ensuring the maintenance of public school buildings are presented in this report. Methodology involved: (1) a 50-state survey of state school facility programs, which elicited a 43 percent response rate; and (2) a review of New Jersey state programs, for which interviews were conducted with 13 state administrators. Findings indicate that although the review mechanisms for New Jersey school facilities are similar to those of other states, they do not adequately address the building maintenance issue. Specifically, New Jersey often defers school building maintenance, has no state requirements for systematic evaluation or criteria, and fails to provide sufficient technical assistance. Four approaches are suggested to bridge the gap between state planning and funding: (1) include key activities and make better use of existing mechanisms; (2) develop state initiatives to protect local budgets; (3) establish stronger maintenance requirements for state funding and new building construction approvals; and (4) address deferred maintenance through "steady-state" funding and budgeting. Recommendations for the New Jersey legislature are also outlined. The appendices contain the survey questionnaire and data matrices. (Contins 28 references.) (LMI)
