Abstract | When the Ohio State Board of Education began developing legislative recommendations for the 1992-93 biennium, the state's economic outlook was more positive. However, conditions changed dramatically and the state faced a budget deficit. While recognizing these economic limitations, the board proposed that the education system must move toward greater equity and excellence. Schools and administrative practices must be restructured in a way that involves all members of the educational community. Restructuring should be guided by several principles: The education budget should be the base of restructuring; collective bargaining should be used to improve education; necessary funding levels can be identified; and the state board should guide reform. The state board's legislative recommendations include children entering school prepared to learn; successful use of math, science and social studies at the third-grade level; student testing at five grade levels; high school graduates for the future; student access to alternative programs; financial incentives and sanctions in school-district restructuring; an increase in minority teaching staff; community responsibility for education; increased parent involvement; equal access to educational opportunities; school-district local revenue options; creative pilot projects, increased school-district efficiency; increased state board authority; and lifelong learning.
