AbstractDecentralization has had a significant impact on education systems, in particular, on school construction and management. This report is the outcome of an international conference on trends in the planning and funding of educational building. The conference's purpose was to enable participants, through the exchange of information, to analyze the effects of recent decentralization reforms in educational administration on educational building. The report examines the legislative and administrative framework within which schools are planned and built, they way in which resources are allocated for their construction and maintenance, and how they are run on a daily basis. Part 1 provides a synthesis of recent developments in five OECD countries--France, the Netherlands, Norway, Portugal, and the United Kingdom. Diagrams illustrate each country's educational structure. Part 2 presents eight papers, which deal in more detail with aspects of educational planning management, drawing particularly on the Dutch experience. The papers show how the daily operation and management of educational buildings is irrevocably linked to the initial capital investment, and why it is essential to provide adequately for maintenance. Five figures are included. The annex contains a list of issues discussed in the group sessions. (LMI)
