AbstractThe quality of language is a matter of concern in numerous educational systems throughout the world. In Quebec, questions of the health of both the French and English languages take on particular importance. This report makes a series of proposals to the Ministry of Higher Education and Science designed to ensure the coherence and quality of English-language instruction and to support Colleges of General and Professional Education (CEGEPs) which provide instruction in English. Part 1 provides a descriptive overview of college-level English instruction. Noting that a significant number of college students have serious language problems, the section assesses the scope of the problem, factors that contribute to students' language problems, and consequences of poor language skills for a student's college education. Concluding comments suggest that the nature, causes, and consequences of poor English skills in an Anglophone college are similar to those of poor French skills in a Francophone college. Part 1 continues with an analysis of the English curriculum. Required English courses are described, including literature and linguistics courses and remedial courses taught at the elementary level. In addition, course objectives and instructors' responsibilities are discussed. Next, the report examines a variety of initiatives undertaken by Anglophone CEGEPs to provide their students with the best possible English instruction. Part 2 begins by justifying the involvement of the CEGEP Council of Colleges in this issue, and then offers recommendations to the Ministry concerning objectives, required courses, remedial courses, instruction, learning centers, the responsibility of faculty from other disciplines, the assessment of language competence, and the colleges' role.
