Abstract | The keynote addresses introduced conference participants both to general perspectives on school choice and to a specific focus on Maryland issues, concerns, and problems. In the panel discussion, four educational administrators discussed particular aspects of choice plans in their own subdivisions in different states. In the six discussion groups, participants addressed particular areas of concern related to choice in Maryland: (1) integration (two groups) (2) student achievement and school performance; (3) allocation and distribution of resources; and (4) decision-making and governance powers (two groups). Finally, all speakers, panelists, and participants gathered for a summary session on "Options for Maryland." The document contains the text of two keynote addresses, summaries of the panel discussion, and lists of questions provided to panelists and discussion groups. Participants concluded that choice plans and magnet school programs are one viable means of improving the quality of education, and that parental commitment is vital. (Includes 16 references.)
