Abstract	The Commonwealth of Learning (COL) promotes access to learning between universities and other educational institutions throughout the British Commonwealth through distance education and the application of communication technologies. Functions and objectives of COL in distance education are: creation and development of programs in member countries; channelling resources to projects; consultancy services; staff training; facilitating inter-institutional communication links; evaluation and research; acquisition and delivery of teaching materials; adaptation and development of academic materials; local support to students; and recognition of academic credit. Highlights of this annual report for 1990 focus on: (1) training in distance education techniques; (2) materials acquisitions and development; (3) technologies and telecommunications; (4) information and consultancy services; (5) continuing professional education; (6) women in development; and (7) environment. An auditor's report and a listing of members of the Board of Governors and staff are appended. (ALF)
