Abstract	The state of Illinois recently has required state goals for learning to be identified and assessed in the following areas of learning: language arts, mathematics, biological and physical sciences, social sciences, fine arts, and physical development and health. The Illinois Goal Assessment Program (IGAP) is designed to assess the progress made toward meeting the Illinois State Goals for Learning and to chart trend data for these goals over time. This paper provides the context in which the educational reforms, of which IGAP is part, came about in Illinois. The specific social science goals that have been identified for students to meet are discussed in relation to recent national educational reform efforts and the body of literature that has been produced in this area. The Illinois State Assessment in social sciences covers five areas: recalling, interpreting, distinguishing, problem solving, and reference skills. To determine the degree to which students can apply these focus areas in school, the state will assess students at grades 3, 6, 8, and 11. The initial social sciences assessment will occur for all grades in 1993. Sample items from the pilot social science tests are provided and discussed in detail. A list of references is included as are two appendices--one provides charts to be used in analyzing the social sciences test items, the other lists sample items from pilot tests. (DB)
