AbstractThis report, one of series of reports describing innovative practices in integrating people with disabilities into community life, presents findings and recommendations of a review of the "Supported Housing Demonstration Project", which provides supportive community living services to approximately 32 people with severe physical disabilities in the Pittsburgh (Pennsylvania) area. The review was based on site visits, interviews, and analysis of documents and materials. After an overview of the project's background, the second section looks at program models and practices including use of cluster apartments, a flexible staff role, maximum personal autonomy, and attendant recruitment and screening. The following two sections examine life in the community and interagency collaboration noting the involvement of over 18 private agencies and organizations. Costs are then discussed with lists of start-up, operating, individual, and program support costs and a detailed analysis of costs and funding. The final section presents policy implications and recommendations. These include: that the direction set by the project should be adopted in state and county policy; that a single state agency should lead the planning and coordination of community services for this population; and that a stable long-term funding mechanism is needed to fund the actual costs of supporting people with physical disabilities in the community.
