AbstractA guide to the identification and preparation of projects in the spheres of competence of UNESCO is presented in part in this document. The purpose was to help teams responsible for identifying and preparing projects in the field of education by indicating the main questions that arise in such work, the information to be gathered, the analyses to be made, and a number of examples that may be adapted to their needs. The document's preamble gives a summary of the most important points of the World Declaration on Education for All. The first of four sections of the guide contains a number of general notions and definitions concerning projects and the different stages of their preparation and implementation. The following three sections are devoted respectively to sectoral analyses, project identification, and project preparation; these are the three main stages in the formulation of a project. Each section is structured to include: an introduction; principal questions that have to be answered in the identification and preparation of projects; a detailed list of information to be gathered, analyses and studies to be undertaken, and methods and criteria to be adopted; and examples. The general principles and essential questions are applicable to all UNESCO's spheres of competence. The analyses, methods, and criteria, originally designed for the education sector, must be adapted to the sector and the nature of the project undertaken. (DB)
