Abstract	This manual provides a step-by-step guide for meeting the six goals for parental involvement in Chapter I programs. The goals are to: (1) inform participating children's parents about the program, the reasons for their children's participation, and the program's instructional objectives and methods; (2) support the efforts of parents, train parents to work with their children in the home to attain the program's instructional objectives and understand program requirements, and train parents and teachers to build a partnership between home and school; (3) train teachers and other staff to work effectively with parents; (4) consult with parents about the manner in which they and the school can better work together to achieve program objectives and give parents a feeling of partnership in the education of their children; (5) provide a comprehensive range of opportunities for parents to become informed about the program's design, operation, and evaluation, and allow opportunities for parental participation; and (6) ensure opportunities for the full participation of parents who lack literacy skills or whose native language is not English. Appended are handouts, letters, surveys, and workshop agendas submitted by various Delaware school districts. (RH)
