| Abstract | This document outlines the issues of importance to higher education that face the 102nd Congress of the United States Government of which three have paramount importance: (1) securing adequate funding of student assistance programs; (2) assuring tax policies which provide maximum incentives to enlarge the nation's technical and professional skills and expand the frontiers of knowledge; and (3) providing steady growth of support for academic science, engineering, and biomedical research. The bulk of the text organizes the issues under the congressional committees handling them beginning with a long section on the Appropriations Committees and the need to set priorities for federal funding to strengthening post secondary opportunity, to support the science, engineering and biomedical research base, and to fund national purpose programs. Other highlights include urging the Commerce Committees to support tort reform to protect institutions of higher education who are often the developers but not the manufacturers of products. The Education and Labor Committees are urged to reauthorize the Higher Education Act and to consider various recommendations regarding that act from the higher education community. The document also suggests that the Finance/Ways and Means Committees consider recommendations regarding taxation of charitable contributions and of institutions. (JB) |
