AbstractAn Idaho task force of Hispanic Americans, industry representatives, and education leaders studied the reasons Hispanic students were not enrolling in and completing vocational education programs. The task force sponsored a series of community meetings to identify reasons and solutions. Approximately 40-60 parents, students, and other interested school and community representatives participated in each community meeting. Discussions were analyzed, and lists of causes and solutions were developed. Solutions were grouped into five areas that formed the basis for a Suggested Action Plan. Following the task force report is the goal of the task force: to develop partnerships among government, business and industry, and community-based organizations to reduce the dropout rate of Hispanic students. A three-step process toward achieving this goal is outlined. The Suggested Action Plan appears next, divided into five areas: school improvements, guidance, community/parental/family involvement, prejudice/discrimination, and student assistance. Each area consists of a goal and plans which list solutions, the groups responsible for implementing each solution, and when the actions should be undertaken. Appendixes, amounting to almost one-half of the report, include results of the community focus groups and a compilation of the focus groups' reports into priority items. (YLB)
