Abstract | This state education plan is designed to improve the effectiveness and quality of the educational experiences of all students in Minnesota. Across-the-board improvements and major reforms in policies, programs, and practices are needed to restructure the way schools operate, children are taught, and parents and community members are involved in planning and decision-making. The following goals are outlined: (1) to guarantee that all children will enter school ready to learn, with families prepared to fully support and participate in their children's learning; (2) to restructure schools to improve the educational climate for learning; (3) to create comprehensive prevention and risk reduction services for all learners; (4) to assure that all elementary and secondary students will develop the skills for lifelong learning and productive citizenship; and (5) to provide adults with education opportunities leading to literacy and economic independence.
