AbstractCareful demographic forecasting provides schools with crucial information they require to plan effectively to meet future needs. The overview of general population trends that begins this document includes a detailed description of factors that influence demographic predictions. Changes in ethnic groups in general and Hispanic, Black, and Asian populations in specific are discussed as well as the location, immigration trends, and birth-rate patterns of minority groups. Economic and social factors that influence students and schools are discussed, including the increasing number of retirees, changes in the "average" family profile, and poverty among children. After describing several sources of demographic data, this document provides information on using and interpreting those data and describes the Los Angeles Unified School District's Forecasting Model as an example. The effectiveness of Project REACH (Respecting Our Ethnic and Cultural Heritage) and interdisciplinary approaches for building community awareness of demographic change and diversity is also discussed. Last, steps involved in conducting a cost-utility analysis are explained, and the implementation of a pilot program, the importance of ongoing monitoring, and collaboration with outside agencies are outlined. A list of urgent educational needs concludes the document. Five tables and three figures are included. (44 references) (CLA)
