AbstractBased on the premise that an understanding of the historical context of educational innovation in American public schools is necessary to selectively choose from the great variety of current reform propositions, this report reviews trends in education from the turn of the century. The first section presents a critique of turn-of-the-century public education in America, with a focus on the development of the scientific management movement and the corporate model of school governance. Pedagogical progressive and social reconstructionist movements in education are discussed in section 2. Reasons for resistance to educational change are examined in the third section, and a postwar retrospective on school improvement is offered in section 4. The fifth section looks at the restructuring of education and the economy, specifically, the crisis of competitiveness and its implications, elements of restructuring, examples of restructuring efforts, and a critical appraisal of reform movement prospects. Recommendations for reform and educator advocacy are presented in the final part. An extensive bibliography is included. (LMI)
