| Abstract | This document begins with a communication from the Commission of the European Communities (CEC) that proposes an action program for the training and preparation of young people for adult and working life. It analyzes the present situation, outlines the action program, and presents a nine-point plan of supporting action to be implemented by the CEC. An explanatory memorandum follows this communication. It contains a more detailed explanation of the supporting action to be taken by the CEC. The various measures to be implemented are described, corresponding to the nine-point plan of action. Measures include partnership initiatives in vocational education and training, technical assistance, comparative research, surveys of coverage of youth training measures, review of vocational qualifications, youth information projects, youth initiatives, exchange of training specialists, and regular dialog. The proposal for the council decision follows the Memorandum. An appendix to the proposal also outlines the nine points or measures. Other contents of this document include a financial statement, a note on the impact of certain legislative acts, and an opinion of the Advisory Committee on Vocational Training on the Commission's Working Document, "The Training and Preparation of Young People for Adult and Working Life."
