Abstract | The Iowa Adult Basic Education Assessment Study was conducted to document the qualities of excellence, accountability, and purpose that are present in Iowa's adult basic education (ABE) program. A six-step documentation procedure included creation of an ABE task force; submission of written assessment reports from ABE coordinators; development, dissemination, and reporting of major assessment outcomes cross-referenced by major target populations and practices; identification of major assessment procedures, practices, and outcomes prevalent across major population categories; recommendation of additional assessment procedures or practices; and development of a mode that can be replicated for nationwide use. The study found that: (1) all ABE programs use comprehensive assessment procedures and practices; (2) six major target populations are served by the ABE program; (3) assessment procedures and practices include testing, student goal-setting performance measures, and other performance measures; and (4) Iowa's ABE program is meeting the needs of the adult clientele as documented by Iowa's ABE target population studies and Iowa's General Educational Development (GED) norming study. The study recommended that one of two standardized tests be adopted by every ABE program for pre-post program assessment of beginning and intermediate mainstream ABE students; that pre-GED tests should continue to be administered to all GED students; and that other assessment practices besides standardized testing should continue to be an integral part of Iowa's ABE program assessment strategies.
