Abstract | This report examines the current condition of educationally disadvantaged children in the United States, describes conditions likely to prevail through the year 2020, and discusses implications for the education of disadvantaged children. The text: (1) develops a common definition of the term "educationally disadvantaged"; (2) identifies the current state of the educationally disadvantaged; (3) points out projected changes in the educationally disadvantaged population, and indicates implications for social and educational policy. It is asserted that students who are educationally disadvantaged are those who have been exposed to insufficient educational experiences in at least one of three domains: family, school, and community.
