AbstractAlthough the initial focus of the reform movement was on teachers, considerable attention has been devoted to administrators--especially principals--since it has been recognized that the quality of a principal's leadership has a significant impact on the effectiveness of the educational programs in our schools. The purpose of this guide is to assist principals and their evaluators to identify the philosophical roles of the principal, the proficiencies required of principals, the purpose of the evaluation, and efficient procedures for the evaluation process. Additional information contained within this document includes the perspectives of the experts, a case study of the principal evaluation process in a moderate-sized Connecticut school system, and concluding remarks. The ideas and activities addressed in this publication are designed to promote an evaluation program that will lead to better learning and growth experiences for principals. Ultimately, the evaluation and growth processes will ensure that only effective principals continue in the profession. Appended are an annotated bibliography of primary references on the abilities, competencies, and skills of the principal; the proficiencies of the effective principal cross-referenced to major studies of principalship; and the Principals' Survey.
