| Abstract | Obtaining accurate, comprehensive data for vocational education has been one of the more elusive objectives of federal policy. Given the long history of unsuccessful attempts to improve the quality and scope of data on vocational education, it is important to understand the lessons of the past before embarking on a new data collection effort mandated by reauthorization efforts for the Carl D. Perkins Vocational Education Act. This paper seeks to improve future efforts to collect and report data on vocational education. It begins by reviewing the history of previous efforts to collect national information on vocational education and then examines why collecting accurate, consistent data has proven so difficult. The specific kinds of information that are needed for national policy and accountability are discussed next. The five areas involved are governance, student information, staffing, finance, and facilities and equipment. Effective strategies are proposed for collecting this information for each area. Finally, the paper concludes with some recommendations for federal policy. (KC) |
