Abstract | Rural development, the strengthening of market-oriented approaches to the economy, and the promotion of private industry in the countries of the Third World are among the stated priorities of West German development policy. A market-oriented approach to the economy contributes to a rise in the standard of living in the developing countries. In general, development policy can only provide help for self-help. The development of private initiative in industry is a particularly important form of self-help. The West German government provides not only capital but also technical and business know-how for these efforts. German organizations support the economic advancement of the developing countries by providing help for direct investment, small business promotion projects, and a cooperative bank. Advisory and technical assistance for private industry include partnerships between chambers of handicrafts and private organizations; the Rhine-Main Chamber of Handicrafts support of a training center in Morocco; the contribution of the Carl Duisberg Society; a counseling program for company cooperation between German companies and companies in the developing countries; and advisory activities of the Senior Expert Service program to promote company training.
