Abstract | This study analyzed data from a national survey of 1600 secondary school districts to determine the numbers and characteristics of handicapped youth as well as the types of programs offered by these districts related to the transition of youth from school to post school activities. Among the findings were: (1) access to traditional vocational programs is being provided by many local education agencies (LEAs) although by fewer small school districts; (2) less than half of all LEAs offer transitional programs in helping the handicapped to obtain employment; (3) size of the LEA is a key factor in numbers and quality of programs for employment of the handicapped; (4) vocational preparedness will improve when funds are focused on improving school/community links.
