AbstractAn evaluation was made of the international cooperative training programs for developing countries that have been in place in Israel for about 30 years. Of special interest were the dairy courses for English- and Spanish-speaking students. Methods used in the research included study of the course records, interviews with all people involved in the organization of the courses and participants in the 1985 dairy courses, observation, and development and testing of new evaluation instruments. The overall feedback from participants was highly positive. Participants valued the dedication of the instructors and the knowledge gained. Some of the areas in which changes or improvements seemed to be needed included the following: (1) defining clear, functional behavioral objectives for the courses; (2) inclusion of extension topics in the prospectus for the Spanish-speaking courses; (3) keeping better records; (4) requiring better knowledge of English for the English-speaking courses and/or grouping students more homogeneously; (5) leaving more time for discussion after lectures; (6) reserving more time for practical experiences; (7) making lecture notes and more written material available; (8) providing information on how to adapt Israeli techniques to developing countries; and (9) strengthening course evaluation methods through staff training in evaluation procedures.
