AbstractOne of the working papers in the final report of the Arizona Board of Regents' Task Force on Excellence, Efficiency and Competiveness, this document discusses the national and state level for making judgments about future enrollment options for Arizona's universities. Relevant national and statewide trends are identified. Future challenges include increasing the proportion of minority students in higher education and planning for alternative ways to address the potential student demand for higher education. A discussion includes: state enrollment possibilities; historical trends and driving forces of change; previous studies; special concerns for Arizona; assumptions for enrollment analysis; uncertainties for enrollment forecasting; enrollment scenarios for 1988-2000; selected forecasts; implications for Arizona universities; role of minority, out of state, and foreign students; and alternative growth options. Arizona's universities will fare better than many universities during the next 5- to 7-year period of national decline in high school graduates. The real costs of increased enrollment are not adequately provided by additional state funding. Three recommendations include: ABOR should alter the form of its report on student enrollment to better identify various types of enrollments, and new educational delivery systems should be investigated to slow the demand for on-campus enrollment growth. Four appendices provide: enrollment management; national and state historical trend data; future needs of the state report; and revisited enrollment forecasts. Many tables and figures are included.
