Abstract | This guide delineates steps for state involvement in early childhood and family education and related services, and synthesizes many state and federal activities that support at-risk children from birth through five years and their families. The guide is designed to help states expand early childhood and family education policies and programs by drawing upon the collective experience of other states. The guide begins with a list of recommendations for five areas for action in support of quality early childhood and family education. These areas include: (1) the state policy role; (2) national support; (3) coalitions and coordination; (4) program guidelines; and (5) staffing. The guide then presents an overview of the unmet needs of at-risk preschool-age children and obstacles to the provision of comprehensive coordinated services. The unmet needs and barriers to service provide the framework for the guide. The next section of the guide describes the context within which states are developing programs, and references federal and state initiatives and multi-agency efforts. There are citations of examples from research literature, and experiences of specific projects and states, which illustrate ways in which the unmet needs and barriers have been addressed.
