AbstractThe first part of this report summarizes a master's thesis study on the observance of international law in two newspapers. The study was based on an inventory of 71 international legal documents, suggesting a set of journalistic principles and rules. The observance of these norms was tested by analyzing some 6,000 news items and articles from two Finnish newspapers, "The Times" and "Helsingin Sanomat," between 1944 and 1984. The study concluded that there are two connections between journalism and international law: (1) the media must not incite to and propagate international crimes; and (2) the media should encourage and favor beneficial international action. An appendix to the study provides a list of international legal documents. The second part of the report considers a study of nine media from seven countries. A short time period of each medium's coverage was studied in order to verify each item's relevance to the topics of the 1978 Mass Media Declaration of UNESCO. A content analysis then examined each relevant item to see whether it was positively, neutrally, or negatively inclined to the aims of the Declaration. The study concluded that Western media and the media of the Third World have different ways of covering topics relevant to the Mass Media Declaration of UNESCO. (MS)
