Abstract | The Pennyrile Education Services Model Plan was developed to meet the literacy and basic skills needs of undereducated adults living in a predominantly rural, 10-county region of Kentucky known as Pennyrile. The model plan includes the establishment of eight education services centers, beginning with a center in Madisonville that serves Madisonville and surrounding communities throughout Hopkins County. The following are among the services provided by the education services center: (1) recruitment of undereducated adults; (2) assessment of personal, educational, and/or vocational strengths and weaknesses for the purpose of identifying educational and vocational goals; (3) a referral process that includes assisting adults in making contacts with programs providing the services they need to accomplish their personal goals; (4) outreach to rural communities; (7) entrepreneurial opportunities; (8) professional development opportunities for personnel who work with undereducated adults; and (9) child care and English as a second language services, as needed. (Appendixes include a map of the 10-county Pennyrile region, a list of personnel responsibilities, participant data and education/career goals sheets, descriptions of the model's assessment tools, and a 56-page referral handbook that lists services available by county; describes policies and programs at adult learning centers; identifies examination sites for the General Educational Development Test [GED]; and includes an excerpt from the GED Examiner's Manual.)
