AbstractThis manual outlines a program model that combines employment training with literacy building for low-income single mothers. Chapter I introduces these programs. Chapter II discusses barriers that a low-income single mother faces. Chapter III offers directions for thinking about the feasibility of moving into literacy services by conducting a program and community assessment. Chapter IV describes three elements that set the framework for the literacy training and that must be compatible with the employment-related aspect of the program--adopting a set of standards, identifying a client population, and establishing a budget. Chapter V discusses the standards, implementation strategies, and issues related to recruitment, intake, and assessment. Topics covered in Chapter VI on service delivery include program design, staffing, instructional strategies, support services, evaluation of progress, and rewards for program participation. Chapter VII deals with impact as a way of documenting the success of the individual woman and of the program as a whole. Worksheets, checklists, sample materials, and other relevant resources are included within Chapters III-VII. Chapter VIII lists adovcacy issues and recommends policy initiatives and directions to increase women's and girls' access to literacy programs. Chapters IX and X contain a conclusion and annotated bibliography. (YLB)
