Abstract	A study was conducted to determine to what extent community college-based adult basic education/general educational development (ABE/GED) programs reflect program characteristics addressed in the professional literature; to identify a general state of the art for the college delivery of ABE/GED services; and to understand better the current and potential roles of community colleges in serving ABE/GED learners. Following a literature review that identified characteristics of ABE/GED programs, a survey instrument was drawn up and mailed to adult education directors in 15 states and to one "typical" and one "exemplary" community college program in each of the 15 states. Responses were received from 13 state directors, 12 exemplary programs, and 14 typical programs. Some of the conclusions drawn from the study were as follows: (1) community colleges serve a variety of adult learning needs; (2) state aid is usually provided to community colleges for ABE/GED instruction; (3) benefits from delivering ABE and GED through community colleges include broadened community support, availability of ancillary services, and long-term educational benefits for program completers; (4) certification to teach adults is required by less than half the programs, but staff training is available and most programs evaluate teacher effectiveness; and (5) community colleges have great potential to serve more and a greater variety of adults.
