AbstractThree main aspects of the college cost debate are summarized: (1) the incomes of students and families as they relate to tuition increases (the ability to pay); (2) the cost to higher education institutions of providing an education; and (3) the implications of the increasing reliance on loans in student financial aid, particularly the Income-Contingent Loan Program. Chapter 1, "Whose Income Is Keeping up with College Costs? An Analysis of Trends in the Ability to Pay for College," by Carol Frances, summarizes a report on the relationship between tuition increases and income, which found that tuition has outpaced income by a considerable margin. Chapter 2, "College Costs: A Perspective from the Public Sector of Higher Education," (Richard Novak, Meredith Ludwig, and Carol Frances) examines the underlying causes of tuition increases and demonstrates that the fundamental cause is the decrease in the level of support for public institutions from public sources. Chapter 3, "Income-Contingent Loans: A student Life Indenture Program," by Durward Long, examines the most dangerous effect of increasing tuition and decreased ability of students to pay, i.e., student debt. The potentially dangerous impact of the Income-Contingent Loan Program is also discussed as the final step toward institutionalizing student debt. A summary of the Income-Contingent Loan Program is also provided. (KM)
