Abstract	At this hearing on abolishing poverty among older Americans, 11 witnesses testified regarding the needs of elderly and disabled Americans. Of particular concern was the efficacy of Social Security and Supplemental Security Income as programs to reduce poverty and the special concerns of elderly blacks. Most witnesses spoke about the negative effects of policies and budget levels created during the Reagan administration. Other issues of concern were the following: (1) fairer tax laws for the elderly and disabled; (2) liberalizing public assistance eligibility requirements; (3) improving health benefits and health care services; (4) special needs of elderly people who live alone; (5) how welfare reform may affect the elderly; (6) special needs of non-English speaking elderly; (7) programs and agencies which have been successful advocates for elderly concerns; (8) the cost and availability of housing; and (9) special concerns of elderly females.
