AbstractThis study analyzes various measures of economic well-being to establish how these may have changed over time. It concludes that while most Americans have experienced progressively higher living standards in recent decades, an underclass group has emerged without the wherewithal to support itself or improve its economic situation. Government policy has played a role in creating this state of affairs. This suggests that reform of welfare policy should take a high place in the agenda of policymakers in the near future. The major themes of the study are the following: (1) income is the best measure of economic progress and prosperity; (2) people respond actively to incentives in making economic decisions; (3) often public policy has led to results far different than what was intended, because incentive effects were not sufficiently heeded in initial policy determinations; and (4) the major cause of economic inequality in the United States is variation in labor force participation. Any meaningful change in the system should reduce the debilitating disincentive effects on work in order to induce voluntary enhanced labor force participation. (Author/PS)
