AbstractThe condition of migrant students is detailed in this report, which points out that the problems facing migrant students are shared by many at-risk students and the recommendations for migrant students apply to many segments of the at-risk population. Chapter 1 outlines migrant student demographics noting racial and ethnic minority status, limited English proficiency, high drop out rates, frequent unemployment, and low wages. Chapter 2 outlines legislative and funding history from the mid-1960s to today's network of interstate and intrastate cooperation designed to provide the continuity needed if migrant students are to move in and out of many schools in a year and still succeed. Chapter 3 describes advocacy groups and the service network. Chapter 4 discusses the impact of the educational reform movement on migrant education and points out opportunities and pitfalls. Chapter 5 contrasts migrants' contributions to the economy with their hazardous work conditions, meager wages, low status, and poor health. Chapter 6 argues that federal financial support is essential for migrant education and urges a commitment to equal access to education for the migrant population. Appendices include brief descriptions of innovative migrant programs and a summary in chart form of state educational reform efforts from 1982-1986. (JHZ)
