AbstractReallocation and reduction strategies being used by four-year colleges and universities were identified by the Project on Reallocation, which contacted 318 four-year institutions. The strengths and weaknesses of the reallocation and reduction strategies were also assessed. Telephone interviews were conducted with the chief academic officer or a designate concerning faculty personnel, academic budgets, and program policies and practices. Additional information on institutional characteristics were drawn from the Higher Education General Information Survey (HEGIS). Site visits and interviews were also conducted at nine institutions. Consideration was given to tenure-related staffing practices and alternatives to tenure-track staffing, faculty retraining for new or revised assignments, and faculty reductions (layoffs, terminations, and resignations when faced with dismissal). The most common reallocation approach appeared to be attrition, whereby institutions captured loose positions and funds as they became available. Another approach used by some institutions was to plan decrements in order to handle decline. These two approaches to reallocation were implemented in either across-the-board or selective fashions.
