Abstract | Based on a task force review, this policy paper outlines the state of inequity in education now present in New Zealand and sets forth proposals for action. The report recommends urgent action by the government to realize its concern for policies to address social inequity. The proposals support procedures for developing and implementing educational policy in accordance with the government's commitment to social equity, and social equity criteria for funding nonformal learning initiatives. The document stresses that highest priority must be given to education to meet the needs and aspirations of adults who are underprivileged. As a result of its review of the education system in Aotearoa/New Zealand, the task force also supports the proposal that the education system become part of a coherent social policy in order to offer more than empty promises. Proposals call for an alternative resource process for nonformal education and for partnership in education to include people who are experiencing inequity. The report also describes the context and background of the inequity that is the substance of the proposals. A detailed plan for the development of a system of lifelong learning is presented.
