AbstractProposed New York State legislation to partially subsidize campus child care centers is summarized, along with testimony on the legislation and specific recommendations offered to the legislative committee. The legislation attempts to resolve at least two problems encountered by many student-parents: the lack of campus child care facilities, and the expense incurred for such services. Specific stipulations of Senate and Assembly versions of the legislation are identified. Based on the testimony and recommendations, it is suggested that child care programs be available not only to students and their children but also to children of faculty and staff, and if possible other children in the community. The involvement of faculty, staff, and community members who could pay higher fees would help provide space for children of low income student-parents. Several witnesses emphasized the importance of coordinating campus child care with campus academic programs in early childhood education. In addition, field experience in the campus child care centers could be offered for students in early childhood education and health services. Appendices include the text of the Senate legislation and a summary of New York State Department of Social Services regulations on child care centers. (SW)
