AbstractDuring the period from 1949 to 1984, industry's share in the national economy of the Peoples' Republic of China rose from 30 percent to 60 percent. Despite raising literacy over the same period from 20 percent to over 75 percent, the Chinese educational system has failed to keep pace with the economy's rapidly expanding need for trained technicians, engineers, and scientists. In addition to failing to maintain a proper balance among different types of training, the system has also used teaching methods that discourage individual initiative and has denied any autonomous authority to educational institutions. To remedy these problems, China has adopted several reforms including making 9 years of schooling compulsory, restructuring secondary education to place greater emphasis on vocational and technical training, restructuring higher education to alter enrollment patterns and to allow postsecondary institutions adequate administrative authority, and improving curricula and teaching methods. The likelihood that these reforms will be successfully carried out is enhanced by the Chinese Communist Party's declaration that education is the highest priority, by the strength of the existing base of educational institutions, and by governmental commitments to increasing financial support for education at a rate greater than the growth rate of state revenues.
