| Abstract | This report documents the impact of current educational reform movements and fiscal conservatism on urban school districts and profiles district operations and activities using survey results from 61 urban school districts constituting 84% of the National School Boards Association Council of Urban Boards of Education. The statistical data falls under nine categories: the school district, the school board, school district finances, the school facility, legal and legislative issues, urban superintendents, the staff, impact of Federal expenditures, and impact of State/local expenditures. Findings illustrate that: (1) the variety of public school options open to students are great; (2) urban school boards continue to be responsive to their citizenry; (3) State, rather than local, funds constitute the primary revenue source for the majority of school districts; and (4) significant reforms, such as increased requirements for high school graduation and more rigorous teacher standards and training, have been instituted.
