AbstractSchools and colleges fail to meet many of the needs of young people in the transition from school to adult working life. For many, schooling offers the 3Ds--disqualification, demotivation, and dependence. At all levels, there is a lack of challenge. Present proposals in vocational preparation largely fail to deal with these fundamental problems of schooling, and pay too little attention to the real problems of young people, including unemployment. Vocational preparation is ill-thought out, narrowly aimed at the "less able," and lacks a coherent and comprehensive rationale. These are the conclusions of a Working Group brought together by the Scottish Vocational Preparation Unit, Jordanhill College of Education, Glasgow. The group argues for "transition learning," which provides a rationale based on personal and social development. Transition learning identifies learning procedures and contexts that develop in young people a sense of responsibility, autonomy, and solidarity. It unites these aims with the promotion of technical or academic competencies. Transition learning aims to help young people to become more creative, more critical, and more productive. This report presents the case for transition learning and suggests ways to implement it in school systems. Examples from various countries are used to support the plan. (KC)
