| Abstract | Following an executive summary and introduction, the report is divided into four chapters. Chapter 1 presents evidence of hunger in Texas, which is revealed to be a growing problem. Statistics on the number of persons living in poverty, unemployed persons not receiving unemployment insurance benefits, and persons seeking food assistance from both public and private sources are examined. Chapter 2 analyzes data and testimony received at public hearings on the need for food assistance among the following target groups: the elderly, women, infants, and children, and "new poor" families and individuals. The application of State resources to address the hunger problem faced by each of these population groups, it is argued, would be highly cost-effective. Chapter 3 describes the food stamp program administered by the Texas Department of Human Resources (TDHR). Finally, Chapter 4 offers the committee's recommendations, including legislative measures. These recommendations focus on suggested State initiatives geared toward eliminating hunger and malnutrition in Texas. An appendix contains a history of Federal efforts to combat hunger and brief descriptions of each Federal State-funded food assistance and nutrition program currently operating in Texas. (KH) |
