Abstract	A review was conducted of the clusters used to organize the delivery of secondary vocational education in Oregon. The review focused on issues related to Oregon's current and projected labor market needs, national occupational and industrial trends, and the common skills and competencies that form the basis for organizing occupations and training programs into clusters. This report includes the following information: (1) a description of the activities undertaken in the review process; (2) a description of the Oregon occupational and industry outlook into the 1990s; (3) a new configuration of clusters that includes a description, key industries of employment, types of work performed, work aptitudes and interests, programs of training, and key occupations; (4) a list of major considerations in reviewing the existing clusters; (5) recommendations for the implementation of a revised cluster approach; (6) recommendations for ongoing review and assessment of clusters; and (7) a bibliography of resources used by staff during the cluster review project.
